Yes, I used a cheat mod to reduce the cost of tinkering to 1 bit, so that I could afford to raise them all to level 24, but the same is true if you only tinker the Assault Rifle from it's starting level of 5 to the Assault Rifle Ultra's initial level of 20. I have long suspected this so I got all three, tinkered each of them to level 24 (my current max) and Damage, DPS, DPM, Spread, Range, Critical Damage, Critical Chance, RoF, etc are the same for all three.

Also, depite what this chart says, all three accept the same three upgrades (Barrel, Magazine, and Sight).
